The University will have two campuses within Ogoni land.
The bill was signed days after President Tinubu met with Governor Fubura, FCT Minister, Nyesom Wike and Ogoni leaders at Presidential Villa.
The meeting was centered on resuming oil exploration in the region of Rivers State.
