The Federal Government has approved ₦493 billion for two infrastructure projects; the construction of a new Carter Bridge in Lagos State and the upgrade of the 152-kilometre Kano–Katsina Road.
The decision was reached at the Federal Executive Council (FEC) meeting chaired by President Bola Tinubu on Wednesday, August 13, 2025.
Minister of Works, David Umahi, disclosed the details while briefing State House Correspondents after the meeting.
Umahi explained that ₦134 billion has been earmarked for the Kano–Katsina Road, which was previously split into two sections under the last administration.
Section One: 74.1 kilometres, awarded in 2013 for ₦14 billion and later revised to ₦24 billion, has now been updated to ₦68 billion.
Section Two: 79.5 kilometres, awarded in 2019 for ₦29 billion and later adjusted to ₦46 billion, has now been revised to ₦66.115 billion.
Funding for Section One includes ₦6 billion from the 2024 budget and ₦34 billion from the 2025 budget, while Section Two will receive ₦80 billion across the two years.
For the Carter Bridge, Umahi said underwater assessments conducted in 2013 and 2019 revealed extensive structural damage caused by illegal sand mining, erosion, and corrosion.
Julius Berger, the contractor handling the investigations, concluded that the bridge is beyond repair and should be rebuilt at an estimated cost of ₦359 billion.
Discussions have already begun with Deutsche Bank for potential financing.
The FEC approved the engagement of at least seven specialized contractors under the EPC+F (Engineering, Procurement, Construction, and Financing) model to conduct investigations, prepare designs, and manage bidding for either renovation or reconstruction of both the Carter and 3rd Mainland Bridges.
Public-private partnership (PPP) proposals for these projects were also endorsed.
Additionally, the Council gave approval for several other bridge works across the country, including the Jalingo Bridge in Taraba State, Ido Bridge, Keffi Flyover in Nasarawa State, Mokwa Bridge in Niger State, a damaged bridge on the Abuja–Kogi route, bridges along the Lagos–Ibadan corridor hit by vehicular accidents, Jebba Bridge in Kwara State, and the Itokin–Ikorodu Bridge in Lagos.
“These emergency works will be articulated and forwarded to Mr President for approval through the Minister of Finance,” Umahi stated.
