IMHA: Clinton Amadi’s One Year Of Effective Lawmaking And Promoting Government Policies

Following the legislative make-up and antecedent of the Honourable members of Imo House of Assembly IMHA, some members are graded higher than others in their effective legislative function, while some others are graded low. In this context, Citizen Ikenna Samuelson Iwuoha writes on HON SIR CLINTON AMADI’S ONE YEAR OF EFFECTIVE LAWMAKING AND PROMOTING GOVERNMENT POLICIES AS A DEPUTY MINORITY  LEADER IN IMHA.

His feature reads thus:

Although he was not inaugurated along with most of his other Distinguished Honourable Colleagues on the 16th of June 2023, as he was busy pursuing his mandate at the tribunal and court, which he later recovered, his experience and status as an old legislative horse, having served in the 6th House between 2007 and 2011 effectively propelled him to emerge as one of the lawmakers to reckon with in the 10th House 3rd Assembly of the Imo State House Of Assembly.

Hon Clinton Amadi, the Member Representing Owerri Municipal State Constituency was inaugurated in January 2024, and he came prepared. His commendable legislative activities within the last one year are testaments of his avowed love for the State, irrespective of the political party platform that brought him back as a lawmaker.

Firstly, Hon Clinton Amadi should be commended for putting Imo first. According to the Owerri Municipal lawmaker, he was not elected to oppose or fight government. Rather, he was elected to make laws that will enhance the standard of living in the state and to collaborate with the State Government in attracting meaningful projects to his State Constituency. This he has done by initiating specific legislative responsibilities and roles that have promoted good governance in the state, on one hand, and promoting the 3-R Shared Prosperity leadership of Governor Hope Uzodimma, on the other hand.

These legislative responsibilities and roles came in the form of the many people oriented Motions and Bills which he sponsored and co-sponsored, and his chairmanship and membership of the House Standing Committees, as follows :

1. Sponsored Motion To Urge The Governor Of Imo State To Direct The Commissioner For Education To Ensure The Adequate Security Personnel Are Provided To Our Secondary And Primary Schools In Imo State.
2. Sponsored Motion To Urge The Governor Of Imo State To Send The Ministry Of Works For Urgent Intervention To Save The Residents Of Works Layout Around Standard Shoe Industry/Kurume Uche Street.
3. Co-sponsored Motion To Urge His Excellency Distinguished Senator Hope Uzodimma To Establish A College Of Nursing In Inyishi, Ikeduru Local Government Area.
4. Co-sponsored Motion On The Need For Imo State Government Through Its Related Agencies And Parastatals, As A Matter Of Urgency, To Rehabilitate The Dilapidated Road That Passes Through Emekuku, Emii And Ulakwo In Owerri North LGA, To Ameliorate Difficulties Faced By The Road Users And The Affected Communities.
5. Co-sponsored Motion To Urge The Imo State Government Through The Ministry Of Homeland Security And Vigilante Affairs And Other Security Related Agencies To Checkmate The Ugly Activities Of Scrap Metal Scavengers.
6. Co-sponsored Motion To Urge The Governor Of Imo State, His Excellency Senator Hope Uzodimma To Direct The Commissioner For Works And Infrastructural Development Or Any Other Relevant Agency Of Government To Embark On The Proper Use Of Identifiable Signage For Street Naming In Imo State.

Co-sponsored Motion To Urge The Governor Of Imo State, Senator Hope Uzodimma, To Direct The Ministries Of Labour & Productivity, Homeland Security And Other Related Agencies And Departments Of Government To Carry Out An Exercise Of Identification, Registration And Regulation Of All Artisans In Their Clusters With The Sole Aim Of Curtailing The Spate Of Insecurity In Imo State.

Aside sponsorship and co-sponsorship of Bills and Motions, Hon Clinton Amadi ensured he made quality contributions to debates on the floor of the House, which ultimately contributed to the visible development in the State by the 3-R Shared Prosperity leadership of Governor Hope Uzodimma. In addition, he oversights the following Committees which have impacted greatly on the state economy ;

1. Chairman, House Committee On Digital Economy And E-Government.
2. Vice-Chairman, House Committee On Public Utilities And Public Safety.
3. Member, House Committee On Water Resources.

Although he is the Deputy Minority Leader of the House, Hon Clinton Amadi freely interacts with his Honourable Colleagues and feels at home with them, and very supportive to the leadership of the House. Aside that, the very vibrant lawmaker finds time to openly commend the State Government for the execution of various projects in the state.

Not long ago, the only voice from Owerri Municipal State Constituency in the Imo State House Of Assembly embarked on inspection of ongoing projects in the state capital, being executed by the State Government, and commended the quality of work done by the contractors. For example, when Clinton Amadi led some of his colleagues to inspect the ongoing construction of the Flyover at the Assumpta Cathedral Roundabout, he expressed satisfaction with the superlative quality work so far done and held a Press Conference where he thanked Governor Hope Uzodimma for decongestion of traffic with the construction of the flyover. He equally commended the 3-R Administration for rebuilding the Imo International Conference Centre, IICC, now renamed Chief Engr Emmanuel Iwuanyanwu International Conference Centre, and the rehabilitation of roads in the State capital.

All these are on the Vertical Dimension . On the Horizontal Dimensional level, Hon Clinton Amadi has given a good account of himself, as he has a dual responsibility in the Owerri Municipality ; which is to satisfy both the indigenes and non-indigenes. This he has effectively done by constantly being in touch with the two groups, individually and collectively. He periodically hosts meetings for the various Neighbourhood Associations in the Non-indigenous areas and for the various Town Union Associations in Indigenous Areas, briefing members on his legislative responsibilities, including briefing members of his political party and other stakeholders in his State Constituency. This is called Accountable Representational Legislation. No wonder his office in the Imo State House Of Assembly is always busy with activities.

On the issue of Empowerment, Hon Clinton Amadi has no doubt lived up to expectation. Apart from giving out Keke Buses to his Constituents, who daily use same to ply the roads for transportation business, he has paid WAEC and JAMB fees for a good number of students in the State capital, including providing seed capital for residents who ventures into trading concern. In the 2024 Christmas season, Hon Clinton Amadi ensured that Rice Palliatives were shared out, accordingly.

As a compassionate legislator, Hon Clinton Amadi has paid the Medical Bills of many of his Constituents who went for various treatments, such as those with eye challenges (like Cataract and Glaucoma), Stokes, Child Bearing, Accident Victims, etc. Presently, the lawmaker has concluded plans and arrangement for the flag off of the 2025 Imo State Health Insurance Scheme for all the Members of the Oha Owerri In Council And Elders in the Non-indigenous areas of the Municipality.

As a leader who does not support intimidation and harassment of the poor in the society, Hon Clinton Amadi has so far rescued over 10 of his Constituents on legal issues relating to Land and House grabbing by oppressors.

It is therefore Joy unspeakable for the people and residents of Owerri Municipal State Constituency that the lawmaker representing them in the State House Of Assembly, Hon Clinton Amadi, is doing very well, and is encouraged to continue in his selfless service to God and humanity.
