President Bola Ahmed Tinubu has transmitted the Transfer of Convicted Offenders Enactment and Enforcement Amendment Bill 2026 to Senate for consideration.
In a letter read during plenary today, the President explained that the proposed legislation seeks to amend the existing law to facilitate the transfer of convicted offenders between Nigeria and other countries under international agreements.
The bill also seeks to empower the President, through an order published in the Federal Gazette, to extend the application of the law to countries with which Nigeria has entered into such agreements, including non-Commonwealth nations.
Transmitting the bill pursuant to Section 58 (2) of the 1999 Constitution, as amended, the President formally requested the consideration of the House of Representatives.
“While it is my hope that the House of Representatives will consider this submission expeditiously, please accept , Rt. Hon. Speaker, the assurance of my highest consideration” Tinubu stated.
President Tinubu urged the Senate to give the proposal expeditious consideration. The bill has been referred to the Senate Committee on Rules and Business for further legislative action.
The presidential communication did not specify the countries that could be covered by future agreements or provide details of proposed implementation arrangements.
