IMHA: Onyemaechi Leads Debate On Repeal Of Waste Management Agency Law in Imo

The majority leader Imo House of Assembly, Chief Kanayo Onyemaechi has led the debate for the bill titled: A Bill to repeal the Imo state waste management agency law No. 5 of 2020.

The Bill also captured : Bill to enact a law establishing the Eastern Waste Management Incorporated to address the waste management challenges in Imo state by instituting a reliable Waste Management system for the optimal benefit of the people of Imo state and other related matters.

The debate was on Wednesday before the hallow chambers of Imo House of Assembly IMHA Owerri wherein the Honourable members of the 10 House IMHA made their comments in support of the Bill.

9News Nigeria authoritatively gathered that Hon Kanayo Onyemaechi, member representing Owerri West in the IMHA and the back-to-back majority leader 9th and 10th House, 3rd Assembly reiterated the fact for the approval of a good, functional and reliable Waste Management policy which is very necessary to ensure a clean environment and good health of all Imolites to avoid possible pandemics cum infectious diseases.

The efficient Majority Leader IMHA, Hon. Kanayo further stated that the bill under consideration has 33 sections that one of the most important aspects of the Bill is the part which provides for a Public Private Partnership ( PPP) arrangement.

He said that the government would now partner with a reputable private entity to finally tackle the issue of waste management menace in the State.

In finality , Majority Leader Onyemaechi also moved that the IMHA Bills No 28 and 29 be read for the third time.

Kanayo stated that the bill under consideration has 33 sections that one the most important aspects of the Bill is the part which provides for a Public Private Partnership ( PPP) arrangement.He said that the government would now partner with a reputable private entity to finally tackle the issue of waste management in the State.

” This partnership would provide jobs for our teaming youths, embark on executing the waste to wealth initiative by recycling waste while also ensuring our streets and neighborhoods are clean and free of dirt, amongst other things” he emphasized.

The Waste Management Bill took a speedy acceleration and passed into law because of its vital importance to the health of Imolites and the hygiene status of the state, to synchronize the policies oof the shared prosperity administration under his Excellency Governor Hope Uzodinma CON as 9News Nigeria reports.

The passage of this bill wil also target to ensure that Imo State Nigeria becomes known again as the “Cleanest state East of the Niger and Nigeria at large.

Speaking in support of the Bill, the member of Mbaitoli State Constituency, Hon. Innocent Ikpamezie opinionated that the government is eager to bring back Imo State as the cleanest State in Nigeria as the bill would make way for creating a friendly and healthy environment.

Hon. Ernest Okechukwu Udeze of Ideato North State Constituency said that any State that wants to progress must embrace public private partnerships because private companies help to drive the economy.

In the words of Hon. James Uba Esile, “The government of Imo state is led by Senator Hope Uzodinma, a visionary leader and a great thinker who turns waste into wealth to create jobs for Imolites.”

Henry Agbasonu emphasized that the world is digitalized and that Section 14 subsection 3(A)- (H) of the Bill has categorized the functions of whoever will be licensed to manage your waste in Imo State He maintained that the benefits of the Bill are enormous, ranging from having a clean and healthy environment, revenue generation. He also said that recycling of waste would generate a lot of employment in the State.

The bill successfully scaled through the second reading after the Speaker put the question at the end of the debate and was committed to Committee of the whole.

In a related development, IMHA read third time , the second bill presented by the Deputy speaker, Rt Hon iwuanyanwu tagged: BILL ESTABLISHING HEARTLAND HOSPITALS MANAGEMENT BOARD.

The landmark bill was chiefly sponsored by the Deputy Speaker, Rt. Hon. Amara Chyna Iwuanyanwu, to repeal the outdated Hospital Management Board Edicts No. 7 of 1986 and No. 14 of 1987.

The new legislation therefore establishes the Heartland Hospitals Management Board, a body charged with overseeing public hospitals and health centres in the state to enhance healthcare service delivery.

The newly enacted law aligns with the Imo State Health Insurance Scheme, ensuring that residents have access to affordable and high-quality healthcare within the state, thereby reducing medical tourism abroad.

A key provision of the legislation is the adoption of a Public-Private Partnership (PPP) model, aimed at attracting private investments and medical expertise to improve healthcare infrastructure and services. The initiative also seeks to enhance the availability of essential medications and advance the training of local healthcare professionals.

With this law, Imo State is poised to revolutionize its healthcare system, positioning itself as a hub for quality medical services in Nigeria.

Both successfully scaled through second reading and was committed to the committee of the whole as required by the orders of IMHA legislation process.
