Philadelphia City bans Ski masks in public places

Philadelphia City Council passed a bill on Thursday to ban ski masks in public places.

Members voted, 13-2, to approve the bill, which authorizes the city to fine people $250 for wearing a ski mask, also called a balaclava, in parks, schools, day-care centers, and city-owned buildings, and on public transit. 

However, there are exceptions for religious expression and “First Amendment activities” such as protesting.

The vote came as a result of the unrelated tension between Council members and officials in Mayor Jim Kenney’s administration over the city budget.
