Checks and balances are fundamental ingredients of governance that should never be neglected by any government.
Many can attest to the efficacy of these principles of public administration.
The system of checks and balances is an important part of the 1999 Constitution as amended. With checks and balances, each of the three branches of government can limit the powers of the others.
This way, no one branch becomes too powerful than the other.
According to an online dictionary, checks and balances are various procedures set in place to reduce mistakes, prevent improper behavior or decrease the risk of centralization of power. Checks and balances usually ensure that no one person or department has absolute control on decisions, clearly define the assigned duties, and force cooperation in completing tasks. The term is most commonly used in the context of government or public administration.
The dictionary says checks and balances are important in businesses and other organizations where one individual can make decisions that affect operations. Checks and balances can cost more money and decrease efficiency, but can be critical in helping to identify internal and external theft.
By separating the duties of various appointees in government into clearly defined roles, government, businesses and organizations are better and able to ensure that rogue employees or executives cannot harm a business without the intervention of other employees. Having these types of internal controls in a business can help improve operational efficiency.
These principles should make Government of the day to have time not only to govern the people, also to check and cross examine the activities of those who work with him.
As a result of the illegal activities that is carried out by some of those who the Governor selected to help him rehabilitate, reconstruct and recover Imo State a lot had been left to be pondered by the people. But instead of them to contribute optimally towards the emancipation of our decayed system they are there doing everything in their power to enrich themselves at the detriment of the people.
Being the member of the Fourth Estate of the Realm of government, it behoves on journalists to always perform it role as the watchdog of the society by constantly reviewing the activities of government aides or appointees.
During an investigation, I discovered that some of His Excellency’s, appointees who are supposed to help in the rehabilitation, reconstruction and recovery of Imo States are dormant, as some of them are bent in setting up taskforce that may cause horror in the state. I noticed with dismay how thousands of Imo cars, trailers and motorcycles are randomly packed in their offices.
Your Excellency, it may interest you to note that some of these cars are there without any reasons, used for business purposes, may be as a result of the owner not willing to pay bills. Your Excellency, many are of the opinion that you should as a matter of urgency review some of the activities of your appointees.
The ENTRACO office, Owerri Municipal Council headquarters, Owerri Capital Development Authority, visit these places, Sir, you will notice how Imo people’s resources are being wasted.
Some of this appointees of yours are bringing bad name to your government. There is need to bring in new better hands to help realize your vision of recovering Imo.
My write up today is just simple, for you to call some of your appointees to order or risk of loosing out in further contests.
Instead of focusing on the already spelt out agenda which is to Rehabilitate Reconstruct and Recovery of Imo State from its lost glory, they are just looking for a way to block and shortchange others at the detriment of your government.
At this juncture, I should have talked about those handling the media of the governor ranging from the Commissioner of Information and Strategy, the office of Chief Press Secretary to Imo Governor and off course the office of his Special Adviser on Electronic Media.
But with the reason best know to me, I will be silent. I will still be watching. But you people should bear it in mind that in no distance time I will come out with my write up sooner than later with this heading “Uzodimma’s Media Handlers: The good and the bad”.
At this point, I will review your activities, your team spirit and off course your pitfalls and that is where I will pour out my mind to your boss the Governor. You people have not learnt team work yet and is affecting your information disseminations.
Your Excellency, my write up something is not for any other reason, but to make sure your commitment and determination to rehabilitate reconstruct and recover Imo State from it lost glory is hundred percent achieved.Indeed I am sure that Imo State will be great again, Peter DIBIA.
