SOUTH-EAST YOUTH LEADERS DECLARED THEIR STAND ON THE CONSTITUTION REVIEW PUBLIC HEARING IN OWERRI

THIS IS A COMMUNIQUE EMANATING FROM THE EMERGENCY SESSION OF SOUTH-EAST YOUTH LEADERS HELD AT OWERRI, IMO STATE ON TUESDAY, THE 25TH DAY OF MAY, 2021, IN RESPECT TO THE SOUTH EAST PUBLIC HEARING ORGANIZED BY THE SENATE COMMITTEE ON THE 1999 NIGERIA CONSTITUTION.

This Communique is an outcome of the expanded South East Youth leaders meeting.
Having considered the review of the constitution of the Federal Republic of Nigeria by the Senate, with a critical cum holistic look at the Constitution viz-a-viz the state of South East as regards it’s good, growth and development, we unanimously agreed that the present Constitution will not give us the Nigeria of our dream and as such, we recommend as follows:

A. That the recommendations of the 2014 Nigeria Confab should be implemented.

B. That new constitution should be drafted.

C. That if at all, the existing constitution must be reviewed, there should be a holistic review on all the sections of the Constitution with special reference to the following:

Seven northern states to face power outages for grid upgrade

Creation of more Six (6) States, two (2) in South East, one (1) each in other zones except North West so that every Geopolitical Zone will have equal number of Seven (7) states each.

Federal Character should be clearly spelt in the new CONSTITUTION and penalty for offenders.

State Resource control with 50% to the state and 50% to the Government at the centre.

INEC’s independence should be strengthened and they should be saddled with responsibility of conducting Local Government Elections.

Tenure uniformity for all elected government officials at levels.

Local Government Autonomy should be non-negotiable

Minimum qualification for those seeking Political offices apart from Councillor should be First degree or it’s equivalent (HND or any other).

Power at the centre should be rotated amongst the Six geopolitical zones to give everyone high sense of belonging.

Review of the 1978 land use Act and Water ways.

Our New CONSTITUTION should recognize Independent Candidature.

Non same Geopolitical Zone shall produce two head of our security architecture.

State Policing

Independence of the State Legislative and Judicial Arms.

Creation of Federal ministry of Religious Affairs

Creation of Federal Ministry of Regional and Ethnicity Affairs.
