Owerri West Billions: Where Is The Development?

If billions are allocated in the people’s name, the people deserve to know how every naira is spent.

Governance is not about acquiring a title, occupying an office or moving around with political aides. It is about accepting responsibility for the nuances of leadership and leaving the community better than one found it.

That is why the people of Owerri West Local Government Area must begin asking serious questions about their local government finances.

Publicly available accountability data indicate that approximately ₦5.3 billion in FAAC allocation was attributed to Owerri West over a recent 12-month period. Other published figures show allocations of about ₦503.11 million in September 2025, ₦475.06 million in October, ₦425.43 million in November, ₦489.25 million in December, ₦465.43 million in January 2026 and ₦414.31 million in February.

The question is simple: what has Owerri West got to show for these billions?This is not an accusation of misappropriation. It is a legitimate demand for accountability.

Owerri West comprises communities including Nekede, Ihiagwa, Eziobodo, Obinze, Avu, Oforola, Umuguma, Irete, Orogwe, Ohii, Ndegwu, Okolochi, Emeabiam , Okuku and others.

Residents should be able to identify council-funded roads, drainage systems, primary healthcare improvements, schools, markets, water projects, sanitation programmes, youth employment initiatives and other tangible interventions corresponding with the resources allocated in their name.

Interestingly, several visible projects within Owerri West cannot automatically be credited to the local government.

Published records, for example, identify ICT centres, transformers, solar streetlights, boreholes and classroom projects in Owerri West as constituency projects associated with Senator Ezenwa Onyewuchi. Similarly, some major road projects are attributable to the Imo State Government.So what precisely has Owerri West Local Government Council delivered?

That question became even more important following a newspaper investigation into local government autonomy in Imo State. When Saturday Sun approached Owerri West Chairman, Chief Victor Osigwe, and asked what projects his administration had executed, the newspaper reported that he did not identify any projects at the time and directed questions concerning allocations to the state ALGON chairman.

More troublingly, the investigation alleged that Imo council chairmen may not actually receive the entire FAAC allocations published against their LGAs.

An unnamed council official claimed councils were given money principally for salaries, allowances and impress while a joint state/local government arrangement covered certain projects.

If true, this raises an even bigger question.Where does the balance go?The people deserve to know whether the ₦5.3 billion attributed to Owerri West actually entered an account controlled by Owerri West Council. If not, who controlled it? How much did the council actually receive? How much went to salaries? How much went into joint projects? What projects were funded and where are they?

Accountability must therefore extend beyond LGA Chairman to the Imo State Government and the state’s local- government financial arrangements.

Owerri West also faces genuine developmental challenges. In February 2025, the House of Representatives expressed concern over killings, kidnapping and banditry affecting communities including Avu, Oforola, Nekede, Ihiagwa, Obinze, Amakohia-Ubi and Okolochi. Residents deserve to know what their local government is doing within its powers, to support community safety and protect livelihoods.

The council should therefore publish a citizens’ financial account showing monthly allocations, internally generated revenue, salaries and personnel costs, transfers or deductions, capital expenditure, contractors, completed projects and ongoing projects.

The chairman should equally undertake a community-by-community accountability tour where residents can see what their money has accomplished.

This should not be interpreted as partisan hostility. It is elementary democracy.Public money belongs to the public.If billions of naira are allocated in the name of Owerri West, then Nekede, Ihiagwa, Eziobodo, Obinze, Avu, Oforola, Umuguma and every other community must be able to see the impact.

Owerri West does not need government by press release. It needs government that can be measured in roads repaired, jobs created, communities secured, services improved and lives changed.The ultimate question remains: Owerri West’s billions — where is the development?
