OWERRI, Nigeria — The Imo State House of Assembly (IMHA) on Tuesday passed two landmark reform bills aimed at strengthening the state’s revenue administration and overhauling its pension system, in a move expected to enhance fiscal management and improve the welfare of public servants across the state.
The two bills successfully scaled their second and third readings during plenary before being adopted as working documents and passed into law by the House.
The first bill repeals the Imo State Revenue Administration Law No. 23 of 2019 and enacts a new law to provide a comprehensive legal framework for the collection, administration, and management of revenue due to the Imo State Government. The legislation is expected to improve internally generated revenue, strengthen accountability, and promote greater efficiency in revenue administration.
The second bill repeals the Imo State Pension Reform Law No. 1 of 2008 and replaces it with a new Pension Reform Law to establish a more effective contributory pension scheme in Imo State. The legislation also makes provisions relating to labour, productivity, the civil service, and pension administration.
Presiding over the plenary, the Speaker of the Imo State House of Assembly, Rt. Hon. Chike Olemgbe, painstakingly took members through both bills, considering each clause word by word and segment by segment during the legislative process. Following the detailed consideration, motions for the adoption of the bills and their passage into law were unanimously moved, seconded, and approved by members of the House.
The Leader of the Imo State House of Assembly, Rt. Hon. Chief Kanayo Onyemaechi, also played a prominent role throughout the proceedings, demonstrating his commitment to the legislative process while effectively representing the interests of his constituents.
The successful passage of the two reform bills highlights the Assembly’s commitment to strengthening governance through legislation that promotes fiscal discipline, institutional efficiency, and improved public service delivery.
The bills will now be transmitted to Governor Hope Uzodinma for executive assent in accordance with constitutional procedures before they become operational laws in Imo State.
The passage of the legislation further reinforces the 10th Imo State House of Assembly’s resolve to enact reforms that support sustainable development, transparency, and accountable governance for the benefit of the people of Imo State.
