Governor Babagana Umara Zulum has said that his administration is guided by a 25-Year Development Framework and a 10-Year Strategic Transformation Initiative.
He said the framework forms the foundation of his 10-Point Agenda.
Zulum stated that the agenda is designed to promote sustainable growth and restore dignity to the people.
He said appreciable progress has been recorded across all sectors since the last Democracy Day on June 12, 2025.
Zulum highlighted humanitarian response, reconstruction, and resettlement as key areas of impact.
He said about 2 million people have been resettled in a dignified manner since he assumed office and supported millions of displaced persons, refugees, returnees, and conflict-affected communities.
The support included food assistance, shelter, healthcare, livelihood support, and social services.
Zulum said these efforts have earned national and international recognition.
He extended appreciation to humanitarian and development partners and the international community.
Zulum said education was one of the sectors most devastated by insurgency.
He noted that rebuilding Borno required rebuilding schools and restoring hope to children.
He highlighted that his administration established over 104 Mega Schools and more than 20 Higher Islamic Colleges across the state.
It also reconstructed and expanded educational infrastructure, while improving learning environments and increased school enrolment and retention.
He said teachers were also recruited, trained, and given better welfare.
He explained that the education system was modernised to meet contemporary needs.
Zulum said the administration prioritised TVET, STEM, and entrepreneurship skills for youth.
Thousands of scholarships were awarded to deserving indigenes.
In health, Zulum said extensive reforms were undertaken to improve access and quality of care.
The government he said has recruited and trained critical health workers for secondary facilities.
Zulum also announced that the Kashim Ibrahim Teaching Hospital will soon commence operations to enhance tertiary healthcare.
The hospital will also train students at the College of Medical Sciences while two additional Colleges of Nursing were established to strengthen the health workforce.
Doctors in hard-to-reach areas and frontline health personnel got a 100% increase in remuneration, the governor added.
Stating further, Zulum said eight new General Hospitals were constructed in Magumeri, Mafa, Gubio, Dikwa, Uba, Damboa, Hawul, and Kaleri.
He added that over 80 Primary Healthcare Centres were renovated and upgraded, Thirteen Maternal and Child Health Centres and three Family Support Centres were also upgraded.
Zulum said some projects have been commissioned while others will soon be commissioned.
Also, he said the state-of-the-art orthopedic hospital is nearing completion.
Zulum sympathised with victims of the recent Acute Watery Diarrhoea outbreak.
He assured the public that government has activated measures to contain the outbreak.
Zulum said his administration will keep focusing on agriculture, infrastructure, and economic empowerment until May 29, 2027.
He expressed confidence that a solid foundation has been laid for continued recovery and development.
