10th House Unveils Three-Year Scorecard, Pushes Open Parliament

The House of Representatives has reaffirmed its commitment to transparency, accountability and inclusive governance with the unveiling of its Three-Year Legislative Scorecard during the opening ceremony of the National Assembly Open Week 2026 in Abuja.

Although the event has since concluded, its outcomes remain significant in assessing the performance of the 10th National Assembly midway into its four-year tenure. The Open Week, held under the theme “Three Years of the 10th Assembly: Advancing Transparency, Inclusion and Reform,” provided a platform for lawmakers, civil society organisations, development partners and government officials to review the House’s legislative achievements and deepen public engagement in Nigeria’s democratic process.

Speaking at the ceremony, the House Majority Leader, Rt. Hon. Julius Ihonvbere, said the Open Parliament initiative reflects the House’s resolve to strengthen democratic institutions through openness, institutional reforms and greater citizen participation in lawmaking.

The event attracted key stakeholders from across government and civil society, including the Executive Director of the Policy and Legal Advocacy Centre (PLAC), Dr. Clement Nwankwo; Clerk to the National Assembly, Barr. Kamoru Ogunlana; Executive Secretary of the National Assembly Library Trust Fund, Rt. Hon. Henry Nwawuba; representatives of the British High Commission, the European Union Delegation to Nigeria and ECOWAS, the Conference of Speakers of State Legislatures of Nigeria, as well as traditional and religious leaders.

Former presiding officers of the House, represented by former Speaker Rt. Hon. Aminu Bello Masari, alongside the Presidency represented by the Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, commended the National Assembly for promoting institutional reforms, legislative accountability and participatory democracy.

A major highlight of the event was the presentation of the Third-Year Legislative Scorecard by the Speaker’s Chief of Staff, Prof. Jake Dan-Azumi. The report detailed the House’s activities between 2023 and 2026, covering lawmaking, oversight functions, constituency representation and institutional reforms. Beyond listing legislative accomplishments, the scorecard was presented as a performance evaluation tool designed to improve transparency, measure institutional impact and strengthen public confidence in the legislature.

Delivering the keynote address, Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, PhD, described the Open Parliament initiative as a deliberate effort to make the legislative process more transparent, participatory and accountable. According to him, strengthening public trust in democratic institutions requires continuous engagement between lawmakers and the citizens they represent.

President of the Senate, Senator Godswill Akpabio, formally declared the National Assembly Open Week 2026 open and joined the Speaker in unveiling the legislative scorecard. He said both chambers of the National Assembly remain committed to improving legislative performance through openness, accountability and institutional excellence.

Meanwhile, notable political figures who came across 9News on this NANS summit reiterated that the publication of the three-year legislative scorecard provides Nigerians with an opportunity to evaluate the performance of the 10th House of Representatives beyond political rhetoric. As public demand for accountability continues to grow, initiatives such as the Open Parliament agenda are increasingly viewed as important benchmarks for measuring legislative effectiveness and strengthening democratic governance in Nigeria.
