- Rumuigbo complex combines General Hospital, 100-bed rehabilitation centre, modern theatres, ICU, NICU and specialised mental-health services

PORT HARCOURT, RIVERS STATE — Rivers State Governor, Sir Siminalayi Fubara, has commissioned a major healthcare complex in Rumuigbo, Obio/Akpor Local Government Area, comprising a newly constructed General Hospital and a fully upgraded Neuropsychiatric Hospital, in a significant expansion of healthcare infrastructure in the state.
The newly commissioned facilities combine general medical services with specialised mental-health and substance-abuse treatment, giving residents access to a broader range of healthcare services within a modern hospital environment.
Built by MCC Nigeria Limited, the complex features modern medical infrastructure and sophisticated equipment, including operating theatre tables, surgical lights, anaesthesia machines, patient-monitoring systems, suction equipment, medical trolleys and specialised neonatal-care equipment.
The new General Hospital is equipped with Accident and Emergency services, consulting rooms, pharmacy, laboratory, X-ray facilities, maternity services, an operating theatre, surgery recovery room, Intensive Care Unit, Newborn Intensive Care Unit, paediatric wards and 50-bed male and female general wards.
The Neuropsychiatric Hospital has also been expanded with 50-bed male and female wards, private wards, consulting rooms, pharmacy, laboratory, recreational spaces and a specialised substance and drug-abuse rehabilitation centre.
A major feature of the development is the 100-bed rehabilitation centre, which is expected to strengthen the state’s capacity to provide treatment and rehabilitation for people affected by substance abuse and related mental-health challenges.
The complex also includes an electroconvulsive therapy centre, ICT centre, canteen, mortuary, internal road networks and landscaping. It has a 216-bed students’ hostel and staff quarters comprising 12 two-bedroom apartments.
Both hospitals have been furnished with modern medical equipment and provided with new ambulances, further strengthening their capacity to respond to emergencies and provide specialised care.
The project also incorporates measures aimed at improving power reliability, with the complex equipped with a 500KVA transformer, a 350KVA generating set and solar panels with inverter batteries capable of providing 120KVA.
Governor Fubara said the project was conceived to move beyond cosmetic rehabilitation and provide healthcare facilities capable of meeting contemporary demands. According to him, the decision followed an inspection of the old neuropsychiatric facility, after which he directed that the complex be comprehensively rebuilt, modernised and upgraded.
The transformation is particularly significant given the history of the Neuropsychiatric Hospital, which dates back to 1970 and was commissioned in 1977 with an initial 50-bed capacity. Its redevelopment has now substantially increased the infrastructure available for specialised mental-health services in Rivers State.
The development is also expected to improve healthcare access for residents of Obio/Akpor and surrounding communities, who will have access to emergency care, diagnostics, maternity services, surgery, paediatrics and specialised mental-health treatment closer to their homes.
Beyond the physical structures, the project represents an expansion of the state’s healthcare capacity across several critical areas, including general medicine, emergency care, maternal and child health, surgery, rehabilitation and mental-health services.
It also has the potential to reduce pressure on existing tertiary healthcare facilities while providing an environment that supports medical training and professional development.
For the Rivers State Government, the Rumuigbo complex provides a visible measure of its investment in public infrastructure and healthcare delivery, particularly in an area that has historically required greater attention.
With the commissioning of the two facilities, the Fubara administration has added another major healthcare project to its development record, providing infrastructure that residents can directly access while strengthening the state’s capacity to respond to both conventional medical needs and the growing demand for specialised mental-health care.
